"Do we use the airtightness test figure achieved on the tested property to calculate the EPC for all properties of the same type and testing group?"
In response to our queries, CLG have now provided this considered opinion.
- Where an airtightness test is carried out and the result is better (lower) than the DER assumption for air leakage, then the "improved" EPC should be given only for the property(ies) tested.
- For properties of the same type as that tested, the EPC should be calculated based on the DER assumption for air leakage and not the result of the test. Air leakage results only prove that the property tested has achieved a specific airtightness and so it may not be appropriate to suggest that all properties in that type will achieve such a result. However, it would be reasonable to assume that they would achieve at least the design leakage rate based on a similar standard of construction and workmanship.
- In the event that an airtightness test shows a property to be less airtight than the design assumption and the DER still is less than the TER (complies with the B Regs), then it would be reasonable to give the same EPC value to all properties of the same type (and in the same testing group) based on the actual airtightness achieved by the tested property.
