Land Quality Endorsement
What Is Land Quality Endorsement?
The Land Quality Endorsement (LQE) is a consultancy service available from NHBC Engineering through NHBC Services Ltd (the consulting division of NHBC). The Service has been developed to allow the assessment of contaminated and brownfield sites, against the requirements of the NHBC Standards. This is for the purpose of determining suitability for Buildmark Warranty cover, in advance of the formal registration of residential properties on the site. Specifically, sites will be assessed against the requirements of NHBC Standards Chapter 4.1: Land Quality - Managing Ground Conditions.
Who is it for?
The Service has been developed primary for specialist remediation companies, landowners, private developers, development agencies and similar companies who are responsible for and/or own contaminated sites and intend to undertake remediation of the site for residential development, but are not NHBC registered builders or developers.
Sites, which are remediated for subsequent sale to and development by, the housebuilding industry, are particularly suited to the service.
The LQE service may also be of interest to NHBC registered builders and developers who plan to remediate contaminated sites and sell areas of the site on to other housebuilders.
What we do
NHBC will liase and work with the promoter of the project and the appointed Consultants to ensure that, following remediation, the site was considered suitable for the provision of NHBC Buildmark cover.
In the past there has been no formal process for non-NHBC registered companies to submit proposals to NHBC for assessment and the LQE Service now provides this facility for contaminated or brownfield sites.
Benefits of the service are:
- NHBC can be involved from project inception.
- NHBC staff can provide guidance on meeting the requirements of NHBC Standards Chapter 4.1.
- Remediation and risk assessment strategies acceptable to NHBC can be agreed.
- The appraisal of the site can be undertaken in a timely and structured manner.
- Registered builders/developers will have the security of knowing the site would be acceptable for NHBC Buildmark cover.
- Some potential risks associated with the site acquisition by NHBC registered builder/developers may be minimised.
- The pre-registration assessment of the contaminated site and remediation adopted will save both time and effort for registered builders and developers, since the information on Land Quality issues will have been previously submitted by the promoter of the scheme and appraised by NHBC
